style=";font-family:宋体;line-height:150%;font-size:16px">四、采取竞争性谈判方式：在密封报价的基础上，进行一轮或多轮谈判；</span></p><p style="line-height:150%"><span style=";font-family:宋体;line-height:150%;font-size:16px">五、成交原则：采用单价包干报价模式，质量和服务均能满足竞争性谈判文件的实质要求且报价最低的原则进行确定。</span></p><p style="line-height:150%"><span
